This week marked the 25th anniversary of the Emergency Medical Treatment and Labor Act. By signing the massive Consolidated Omnibus Budget Reconciliation Act on April 7, 1986, President Ronald Reagan and Congress gave legal imprimatur to a requirement that arguably ranks with the Civil Rights Act of 1964 as one of the most important anti-discrimination statutes ever enacted.
